Data migration is a policy exercise, not a technical one

Deciding what a historical record means today is a decision for the registrar, not the migration team.

Every legacy register contains records that no longer fit current rules: statuses that were never closed, entities that predate a naming standard, evidence that was captured on paper.

Migration teams cannot resolve these on the registrar's behalf. The most reliable programmes run a standing decision forum where each anomaly class is ruled on once and applied consistently.
