Most registry programmes begin with a technology decision and spend the following two years discovering that the real constraints were legislative, operational and data-related. This guide sets out a sequence that surfaces those constraints first.
Stage one is legislative clarity: what the register is for, what legal effect each record carries, and who may see, lodge and amend each field. Until these are settled, no data model is stable.
Stage two is the operating model: which decisions are automated, which require an authorised officer, and how delegations are recorded. This determines the shape of the workflow far more than any product feature.
Stage three is data reality. Historical records are rarely as clean as their custodians expect. Profiling and reconciliation belong at the start of a programme, not in the migration phase.
Stage four is service design across three distinct audiences — the public, regulated entities, and registry staff — each with different expectations of speed, guidance and evidence.
Only then does technology selection become a low-risk decision. Each stage produces artefacts that a delivery partner can be held to, rather than assumptions discovered late.
